Development of the Msida Creek Flyover Project

Project overview

The Msida Creek Flyover Project is a major national infrastructure development aimed at alleviating traffic congestion at one of Malta’s busiest and most critical junctions. The project replaces existing traffic light systems with a 200-metre-long flyover designed to improve traffic flow, safety, and connectivity across the area.

In addition to the flyover structure, the project incorporates sound barriers and the creation of new public spaces, including a 19,375 m² landscaped garden. With a total project value of €38.5 million, the development required robust, highly engineered steel structures capable of performing reliably under continuous traffic loads and challenging environmental conditions.

E&L Enterprises was entrusted with €6.1 million worth of steel fabrication and assembly works, playing a key role in delivering the structural elements essential to the success of the project.

Structural fabrication

E&L Enterprises was responsible for the fabrication of steel beams and structural components designed specifically for the flyover structure. All elements were manufactured to meet stringent safety, durability, and performance standards required for heavy-use transport infrastructure.

Advanced fabrication processes ensured dimensional accuracy and structural integrity, supporting both long-term durability and efficient on-site installation.

Surface protection and durability

Given the exposed nature of the structure and its constant interaction with traffic and environmental conditions, surface protection was a critical aspect of the project. E&L applied corrosion-resistant coating systems to all steel components, extending the lifespan of the structure and reducing long-term maintenance requirements.

All protective treatments were carried out in accordance with project specifications and industry standards, ensuring consistent quality and long-term performance.

Logistics and project coordination

The project demanded precise logistical planning to align steel deliveries with the construction programme. E&L coordinated the timely transportation of fabricated components to site, supporting uninterrupted progress and minimising on-site storage and handling.

This approach ensured that installation activities could proceed efficiently within a busy urban environment.

Challenges and solutions

Operating within a densely populated urban area presented significant logistical and safety challenges. Strict safety and environmental protocols were required to protect workers, road users, and the surrounding community. E&L implemented comprehensive safety measures throughout fabrication, transport, and delivery operations.

Community impact was also a key consideration. By working closely with project stakeholders, E&L supported transparent communication and coordinated delivery schedules that helped minimise disruption during construction.

E&L Enterprises was contracted to fabricate and supply the steel structures essential to the construction of the Msida Creek Flyover. The scope of work included:
